Rwanda National ID Card Photo — NIDA's Official Requirements

A compliant photo for Rwanda's National Identity Card — known locally as the Indangamuntu — must satisfy the biometric standard administered by the National Identification Agency (NIDA). The specification requires a 35×45 mm image on a plain white background with neutral expression and correct face framing, placing this document squarely within Rwanda's national biometric identification framework. • Headwear: permitted only for verified religious reasons; face must remain fully visible from forehead to chin
• Recency: photo must reflect current appearance, taken within the last 6 months

Common reasons photos are rejected in Rwanda:

• Non-white background. Cream, off-white, grey, or patterned backdrops do not meet the NIDA biometric standard and result in an immediate recapture request from the enrolling officer.
• Glasses of any kind. Prescription lenses, sunglasses, and decorative frames are all prohibited — one of the most frequent errors applicants discover only on arrival at the sector office.
• Face partially obscured. Hair falling over the forehead, loose headwear, or strong shadows across the face will prompt the NIDA officer to retake the shot.
• Non-neutral expression. Any trace of a smile, squint, or open mouth fails the biometric check; the expression must be fully relaxed and neutral.
