Rwanda Residence Card Photo — DGIE Biometric Standard

A Rwanda residence permit — whether for employment, study, investment or family reunification — is applied for through IremboGov, Rwanda's national e-government portal, and processed by the Directorate General of Immigration and Emigration (DGIE). The application requires you to upload a colour passport-style photograph that meets the DGIE national biometric standard. Getting this right from the start matters: IremboGov performs an automated image check at upload, and a non-compliant photo prevents your application from progressing.

Rwanda's residence permit process has a distinctive two-step structure. First, you submit your application online via IremboGov — including the photo (JPG, approximately 200 KB). Then you attend a DGIE office in person for biometric capture: fingerprints and a live photograph. The uploaded photo is the identification image attached to your digital application, so it must already conform to the national biometric standard of 35×45 mm on a pure white background. This is where many applicants stumble: Rwanda's specification requires strict pure white (#FFFFFF). • Background: pure white (#FFFFFF) — no shadows, gradients, patterns or tinted surfaces
• Face coverage: face must occupy 60–80% of the total frame height
• Expression: neutral, mouth closed, eyes open and clearly visible
• Glasses: not permitted — remove all eyewear, including clear-lens prescription glasses
• Head coverings: permitted only for verified religious reasons; the full face from chin to forehead must remain completely visible with no shadows
• Recency: taken within the last six months, accurately reflecting your current appearance
• File format: JPG, approximately 200 KB, full colour — black-and-white images are not accepted

Common reasons photos are rejected for the Rwanda residence permit:

• Non-white background: beige, cream or light-grey walls are the most frequent failure — IremboGov's portal rejects any background that is not pure white (#FFFFFF)
• Glasses present: Rwanda's biometric standard bans all eyewear without exception; even clear prescription lenses with no tint will cause an automatic rejection
• Incorrect face scale: selfies taken at arm's length typically leave the face below 60% of frame height; close-up shots can push it above 80% — both fail the automated check
• Shadows on face or background: shadows cast by strong directional lighting, overhead lamps or glasses frames are a common trigger for automated rejection on the IremboGov portal
