A Lithuania residence card (leidimas gyventi) is one of your most important documents, so the photo must match the standard exactly. Photos are issued by the Migration Department under the national biometric photo standard set by Order No. 569, the same standard used for Lithuanian passports and ID cards. Getting the geometry and background right the first time is what keeps your application moving.
Here is the peculiarity most applicants miss: although the photo is submitted at 40x60 mm, the Migration Department physically crops it down to 35x45 mm for the card itself. That means your head must be positioned and sized so it survives the crop — the head height should be roughly 33-36 mm, filling 55-70% of the frame. A face placed too high, too low, or too small in the 40x60 frame gets cut awkwardly. Lithuania also expects a white or light-grey background, and applications are filed online through the MIGRIS portal, which accepts a properly prepared self-supplied photo.
