Your Passport photo: what matters
Getting your Rwanda passport photo right the first time saves a trip back to the application desk. Rwanda issues its biometric e-passport through the Directorate General of Immigration and Emigration (DGIE) on the IremboGov portal, and the photo you upload must follow the official standard: one recently taken colour photograph on a plain white background, supplied as a JPG no larger than 200 KB. There is one peculiarity unique to Rwanda that surprises many applicants: the photo you upload online is provisional, not final. After you submit your IremboGov application, DGIE summons you for in-person biometric enrolment, where officials capture a fresh digital photo and your ten fingerprints on-site. The uploaded image is used to register and validate your application, so it still must be fully compliant — but the picture that ends up in the chip is taken at the office. A clean, correct upload keeps your file moving toward that appointment without delays or queries.

- Head size: face fills 60-80% of the frame height (about 24-32 mm chin to crown)
- Expression: neutral, mouth closed, eyes open
- Glasses: not allowed
- Headwear: none, except plain religious head covering that does not hide the face
- Recency: taken within the last 6 months
- File: colour JPG, 200 KB maximum
- Common reasons photos are rejected in Rwanda:
- File too large — the JPG exceeds the 200 KB IremboGov limit and the upload fails
- Off-white or textured background, shadows behind the head, or a wall tint instead of pure white
- Head too small or too large in the frame, so it falls outside the 60-80% range
- Wearing glasses, smiling, or a tilted head that won't match the on-site biometric capture
