Your Passport photo: what matters
An Estonian passport photo has to satisfy the unified document-photo standard set by the Police and Border Guard Board (Politsei- ja Piirivalveamet, PPA) — the authority that issues passports and ID cards in Estonia. The same specification applies whether you submit your application in person at a service point or upload a digital photo through the self-service portal, so getting the measurements exactly right is what turns a normal picture into an accepted one.
The detail that trips up most applicants is the background colour. Estonia does not accept a pure white wall as the only option, nor does it allow anything bright or patterned. The PPA wants a flat, single, light colour that contrasts with your face and hair — acceptable shades are light blue, beige, light brown, light grey or white. A dark-haired applicant in front of a white background works well; a fair-haired person against pale beige may fail for lack of contrast. The other strict rule is proportion: measured from chin to crown, your head must fill 70-80% of the frame height — too far from the camera and the photo is rejected for a small face.
