      A Netherlands passport application succeeds or stalls on one detail many people get wrong: the photo. The Dutch government sets its requirements through Rijksoverheid and the official Netherlandsworldwide guidance, and they are stricter and more specific than most countries.       The biggest surprise for applicants is the head size. The Netherlands measures the distance from chin to crown and demands 26–30 mm within a 35x45 mm photo — a face ratio of roughly 0.58–0.67 of the frame height. That is noticeably smaller than the tightly cropped portraits accepted in the US or many EU states, so a photo that passed elsewhere is often rejected in the Netherlands for the head being too large.
