The Cedula de Identidad is the polycarbonate national ID card of Paraguay, issued by the Departamento de Identificaciones de la Policia Nacional. The official portrait is a foto tipo carnet a color measuring 4x3 cm (40x30 mm, 709x945 px) on a plain white background, with the face occupying roughly 70-80% of the frame. The most important thing to understand about Paraguay is that the current chip-based polycarbonate Cedula uses live biometric capture: your photograph is taken on-site by an official operator during enrolment at the Identificaciones office. Because the portrait is recorded directly into the secure system, a downloaded or self-made photo is generally not accepted for the card itself. The 4x3 cm white-background specification still matters for any required printed copy, supporting paperwork, or when a certified photographer uploads through the official channel.

- Recency: a current likeness, taken within the last 6 months
- Common reasons photos are rejected in Paraguay:
- Wearing eyeglasses or tinted lenses, since anteojos are not permitted
- An off-white, cream, grey or coloured background instead of fondo blanco liso
- A smile or open mouth instead of the required neutral expression
- The face too small or too large, breaking the 70-80% frame rule
