Your National ID card photo: what matters
The Bolivian Cedula de Identidad is issued by SEGIP (Servicio General de Identificacion Personal), and its photo follows a strict identity standard: a square 30x30 mm (354x354 px) image on a pure white background, with a neutral face that fills most of the frame. Getting these proportions exactly right is what separates an accepted document from a wasted trip, which is why preparing a correct reference image in advance is genuinely useful.
There is one crucial peculiarity that sets Bolivia apart from most countries. Inside Bolivia, SEGIP does not accept self-supplied photos at all — the image is captured live, on-site, by SEGIP staff during your appointment. You cannot bring a downloaded or printed photo to a SEGIP office for the cedula. However, Bolivian consulates abroad handle this differently: official consular pages explicitly request "una fotografia 3x3 cm, fondo blanco" (a 3x3 cm photo with a white background) for cedula procedures done overseas. So whether you need a physical photo depends entirely on where you are applying.
The exact specification SEGIP and the consulates work to:
- Size: 30x30 mm (3x3 cm), equivalent to 354x354 px square.
- Background: plain pure white (#FFFFFF), no shadows or texture.
- Face size: the head must fill roughly 65-80% of the frame height.
- Expression: neutral, eyes open, mouth closed.
- Glasses: not allowed — remove them entirely.
- Headwear: forbidden; no hats, caps, or decorative coverings.
- Recency: the photo must be recent, taken within the last 6 months.
Common reasons photos are rejected in Bolivia:
- Bringing a self-made or printed photo to a SEGIP office inside Bolivia, where only the live on-site capture is valid.
- Using a 3.5x4.5 cm passport-style photo instead of the square 3x3 cm format consulates require.
- An off-white, cream, or light-grey background instead of pure white.
- Wearing glasses or a smile with visible teeth — both break the neutral requirement.
