The Mongolia National ID card — known in Mongolian as иргэний үнэмлэх — is issued by the State Registration Authority (Улсын бүртгэлийн ерөнхий газар). - Face height: 70–80% of the total frame height
- Expression: neutral, mouth closed, both eyes fully open and visible
- Glasses: permitted only when both eyes are completely visible; no tinted lenses, no glare, no reflections on lenses
- Head coverings: not permitted except for documented religious observance
- Recency: must reflect current appearance — taken within the past 6 months
- Lighting: uniform, no harsh shadows on face or background
Common reasons photos are rejected in Mongolia
- Background not pure white. The biometric system used by Mongolia's registration authority detects off-white, cream, and light grey tones — the background must be exactly #FFFFFF, with no shadows cast by hair or clothing along the edges.
- Head not perfectly level and straight-on. Even a slight tilt or rotation causes an automatic mismatch during facial geometry verification; the pose must be fully frontal with the chin parallel to the bottom edge of the frame.
- Tinted or reflective glasses. Prescription glasses with any degree of tint — however light — or with visible glare on the lenses are not accepted. Clear lenses with no reflections are the only permitted option.
- Unauthorised head covering. Hats, caps, bandanas, and fashion scarves are not permitted. Only headwear worn for documented religious reasons is allowed under the national standard.
