In detail

Your National ID card photo: what matters

The Mongolia National ID card — known in Mongolian as иргэний үнэмлэх — is issued by the State Registration Authority (Улсын бүртгэлийн ерөнхий газар). A correctly prepared photo is the foundation of a smooth registration visit: the official specification requires a 35×45 mm biometric image on a pure white background, with precise face framing and a neutral expression that leaves nothing to chance.

An important detail sets Mongolia's National ID process apart from most countries: the biometric photo is captured digitally on-site at the registration office, or by a certified photographer who uploads it directly to the state system. Applicants do not hand in a printed photograph at the counter. Knowing the exact standard in advance still matters greatly — you arrive at the appointment fully aware of how you should look, what the examiner will verify, and what a compliant image requires. A correctly prepared reference image is also immediately practical for Mongolian and international visa applications, residence permit filings, and any other submission where you provide the photo file yourself.

Official photo requirements for Mongolia National ID (иргэний үнэмлэх)

  • Dimensions: 35×45 mm (413×531 pixels)
  • Background: pure white (#FFFFFF) — no shadows, gradients, or patterns
  • Face height: 70–80% of the total frame height
  • Expression: neutral, mouth closed, both eyes fully open and visible
  • Glasses: permitted only when both eyes are completely visible; no tinted lenses, no glare, no reflections on lenses
  • Head coverings: not permitted except for documented religious observance
  • Recency: must reflect current appearance — taken within the past 6 months
  • Lighting: uniform, no harsh shadows on face or background

Common reasons photos are rejected in Mongolia

  • Background not pure white. The biometric system used by Mongolia's registration authority detects off-white, cream, and light grey tones — the background must be exactly #FFFFFF, with no shadows cast by hair or clothing along the edges.
  • Head not perfectly level and straight-on. Even a slight tilt or rotation causes an automatic mismatch during facial geometry verification; the pose must be fully frontal with the chin parallel to the bottom edge of the frame.
  • Tinted or reflective glasses. Prescription glasses with any degree of tint — however light — or with visible glare on the lenses are not accepted. Clear lenses with no reflections are the only permitted option.
  • Unauthorised head covering. Hats, caps, bandanas, and fashion scarves are not permitted. Only headwear worn for documented religious reasons is allowed under the national standard.

Common questions about Mongolia National ID card photos

What are the exact dimensions for a Mongolia National ID photo?
The official standard requires a photo of 35×45 mm (413×531 pixels). This is the biometric format used by the State Registration Authority of Mongolia (Улсын бүртгэлийн ерөнхий газар) for the иргэний үнэмлэх.
Is the photo for the Mongolia National ID taken at the office, or do I submit one myself?
The biometric photo for the иргэний үнэмлэх is captured digitally at the State Registration Authority office, or by a certified photographer who uploads it directly to the state system. You do not hand in a printed photograph. Preparing a compliant reference image beforehand means you walk into the appointment knowing exactly how a correct photo must look — and you have a ready file for any visa or foreign document that requires a submitted photograph.
What background colour is required for the Mongolia National ID photo?
The background must be pure white — specifically #FFFFFF. Off-white, cream, and light grey shades are detected and rejected by the biometric system. There must also be no shadows cast by hair or clothing onto the background.
Can I wear glasses in my Mongolia National ID photo?
Glasses are permitted provided both eyes are fully visible and the lenses are completely clear — no tint of any degree, no glare, and no reflections. Even a very light tint is sufficient grounds for rejection under the standard.
Is headwear allowed in a Mongolia ID card photo?
Head coverings are not permitted in the photo, with one exception: headwear worn for documented religious reasons is explicitly allowed under the national standard.
How does a reference photo help me prepare for my Mongolia ID appointment?
A reference image prepared to the exact 35×45 mm Mongolia standard shows you precisely how a compliant photo looks — correct face proportion, pure white background, proper framing. You can check your appearance against it before the appointment and use the same file immediately for any visa application or foreign document submission that requires you to provide a photo yourself.
