Your National ID card photo: what matters
The Mali national identity card — issued under the RAVEC (Recensement Administratif à Vocation d'État Civil) biometric registration programme as the carte NINA — requires photographs that conform to the ICAO 9303 biometric standard. Meeting this standard means precise 35×45 mm dimensions, a uniformly white background, and a face that fills exactly the right proportion of the frame.
Mali's ID system is built around live on-site biometric enrolment: when you register for the carte NINA, a trained RAVEC operator at an enrolment centre captures your photograph digitally — applicants do not submit a printed photo at the counter. - Expression: Neutral — mouth closed, both eyes fully open
- Glasses: Permitted only with clear, non-tinted lenses and no reflective glare on the lenses
- Headwear: Not permitted except for documented religious observance; the full face must remain clearly visible
- Recency: Taken within the past six months, accurately reflecting current appearance
- Lighting: Even illumination across the face and background, no shadows
Common reasons photos are rejected in Mali:
- Background not pure white — a cream wall, an off-white surface, or shadows cast behind the head are among the most frequent causes of non-compliance under ICAO rules
- Tinted or reflective glasses — even lightly tinted lenses violate the requirement that both eyes be fully and clearly visible
- Incorrect face-to-frame ratio — a head that appears too small in the frame, or one cropped too tightly at the crown, falls outside the required 71–80% range
- Head position off-centre — tilted, turned, or not aimed squarely at the camera; the face must be centred and squared directly toward the lens
