A photo for the Austrian national ID card (Personalausweis) must meet the same official standard as the Austrian passport. Austria does not publish a separate ID-card photo rule: both documents follow the unified Passbildkriterien issued by the Federal Ministry of the Interior (BMI, 2022 revision). A photo built precisely to that specification is accepted on the spot at your Bezirkshauptmannschaft, Magistrat or municipal office.
The Austrian specification is unusually strict about head sizing. Your face must fill roughly two-thirds of the image, and the BMI defines an exact maximum: the head, measured from chin to crown, may not exceed 36 mm on a 45 mm-tall photo. The background must be a single light-grey tone (not white, not coloured) so facial contours stay clearly defined. These two details — the 36 mm head limit and the mandatory grey background — are where most self-submitted photos fail.
