- Background: plain white (#FFFFFF), evenly lit, no shadows, patterns, or gradients
- Face coverage: face height must fill 70–80% of the total frame height
- Expression: neutral, mouth closed, both eyes fully open, gaze directed straight at the camera
- Glasses: not permitted under any circumstances, including prescription lenses
- Headwear: permitted only for verified religious reasons; must not obscure facial features or cast shadows
- Recency: must reflect your current appearance — taken within the last 6 months
- Lighting: uniform and shadow-free across both face and background
Common reasons photos are rejected at NIRA enrollment:
- Background that is off-white, cream, grey, patterned, or unevenly lit instead of pure white (#FFFFFF)
- Glasses of any kind worn in the photo — this rule has no exceptions
- Face proportion outside the 70–80% range: framing too wide (face too small) or too tight (face too large)
- Religious headwear casting shadows across the eyes, nose bridge, or cheeks, obscuring facial features
