Your National ID card photo: what matters
A photo for the Portuguese national ID card, the Cartao de Cidadao, must meet a precise biometric standard before it will be accepted. The card is issued by the Instituto dos Registos e do Notariado (IRN), and the image specification is set by Portaria 286/2017, which mandates an ISO/IEC 19794-5 and ICAO full-frontal facial capture. Get the framing, lighting and background right and your application moves forward without a return trip.
There is one important peculiarity in Portugal: for most applicants the biometric image is captured live by the agent at a Loja do Cidadao or Espaco Cidadao, so you do not normally bring a printed photo. A self-supplied photo matters mainly for consular and remote applications handled abroad. In those cases the technical thresholds still apply: a minimum of 240x320 px, at least 120 px between the eye centres, and a clean JPEG file. The print is taken in the standard passport-type 35x45 mm format on a plain white background.
