The Mexico INE Credencial para Votar is the country's de-facto national identity document, issued and regulated by the Instituto Nacional Electoral (INE). Meeting INE's photographic standards — 35×45 mm, pure white background, neutral expression, no glasses — means you walk into your appointment knowing precisely how you must appear and what the enrolment officials will expect.
What sets the INE process apart from most identity documents worldwide is that the photograph is captured digitally on-site at an INE módulo de atención during your enrolment appointment. In the same visit, biometrics — fingerprints and your signature — are also recorded. You do not bring a printed photo: INE technicians use a calibrated camera in a controlled setting. Because the standards are enforced at the moment of capture, knowing them in advance is essential — arriving unprepared (with glasses, a hat, or an unsuitable appearance) means your appointment must be rescheduled.

- Face coverage: the face must fill 70–80% of the total frame height
- Expression: neutral, mouth closed, both eyes fully open and clearly visible
- Glasses: not permitted under any circumstances
- Headwear: not permitted; religious head coverings require prior arrangement with INE staff
- Recency: the image must reflect your current appearance — generally taken within the last six months
- Pose: full frontal view, face centred and level, no tilting or rotation
Common reasons the INE photo session is repeated or the appointment rescheduled:
- Shadows on the face or background caused by incorrect positioning under the INE camera
- Glasses not removed — any type, including thin-frame, tinted, or prescription lenses
- Head covering not removed in advance: hats, caps, hoods, or bandanas
- Hair partially covering the eyes, eyebrows, or the natural outline of the face
