A Malta passport photo is governed by Identita (formerly Identity Malta), the authority that issues Maltese passports and identity documents. To be accepted, your photo must match its biometric specification precisely: a colour image on a plain white background, with your face filling most of the frame and a neutral expression. Get the framing wrong and the application is held up - get it right and it clears on the first submission.
The detail that catches almost everyone out is the size. Identita specifies 40 mm high by 30 mm wide - a narrow portrait format, not the 35x45 mm used across much of Europe. Within that tall frame, your head must fill 70-80% of the vertical dimension (roughly chin to crown), so cropping a standard EU-sized photo will not work. You also need two identical original colour prints for an in-person submission, both produced from the same shot.
