The General Department of Identification under the Ministry of Interior, together with Cambodian consulates abroad, applies a precise biometric standard, and an out-of-spec photo is one of the most common reasons an application is sent back. The Cambodian rule has one feature that catches almost everyone out: the size is not universal. The standard issued in Phnom Penh is 40x60 mm, with the head measured to the very top of the hair at 36 mm and a 6 mm margin above the head. But Cambodian missions abroad set their own formats - many embassies request 35x45 mm, while the consulate handling US applicants commonly asks for a 51x51 mm (2x2 inch) square.
