A Romanian passport photo must meet the ICAO biometric standard enforced by the Directorate General for Passports (DGP) under the Ministry of Internal Affairs (MAI). For the pasaport simplu electronic, your image has to be a precise 35x45 mm portrait on a plain white background, with the head sized correctly and a neutral expression. Get those proportions wrong and the application stalls at the counter.
Romania has one genuine peculiarity worth knowing before you start. For the simple electronic passport, the photo is normally captured on-site at the passport office, so you do not always need to bring one. But for the simple temporary passport, you must supply two physical 35x45 mm photos yourself. The biometric spec is exact: the head measures about 34.5 mm from chin to crown, with roughly a 4.5 mm margin above the top of the head.
