Within that frame the head, measured from crown to chin, must be exactly 35 mm, and there must be a 6 mm gap from the top edge of the photo to the top of the hair. The background must be plain white (#FFFFFF). Because Brunei is a majority-Muslim nation under Melayu Islam Beraja, religious headwear such as the hijab or songkok is permitted, provided the full face from chin to forehead and both ears remains clearly visible.
