Your Passport photo: what matters

Getting the photo right for an Azerbaijani biometric passport means matching the standard used by the State Migration Service of the Republic of Azerbaijan and the ASAN xidmət (ASAN service) centres. The official portrait follows the national 30x40 mm (3x4 cm) format with a strict white background and a precisely measured head — the same biometric criteria used across the ICAO-compliant passport system.

Here is the most important peculiarity: Azerbaijan kept the post-Soviet 3x4 cm photo format nationally, rather than the 35x45 mm used in the EU. More critically, biometric passports are now issued with the photo and fingerprints captured digitally on-site at an ASAN or State Migration Service centre. The head should measure roughly 30.8 mm tall with about a 3 mm margin above the crown, on a white, non-reflective backdrop — a far tighter tolerance than a home photo usually meets.

The exact specification is:

  • Size: 30x40 mm (354x472 px at 300 dpi)
  • Background: pure white (#FFFFFF), non-reflective
  • Face height: fills 70–82% of the frame (head approx. 30.8 mm)
  • Expression: neutral, mouth closed, both eyes open and looking straight ahead
  • Glasses: allowed only if the eyes are fully visible — no glare, no tinted lenses
  • Headwear: not permitted, except for daily religious head coverings that do not obscure the face
  • Recency: must reflect your current appearance (taken within the last 6 months)
  • Common reasons photos are rejected in Azerbaijan:
  • Using the EU 35x45 mm size instead of the national 30x40 mm format
  • A grey, cream or shadowed background instead of clean white
  • The head too small or too large — missing the ~30.8 mm height with a 3 mm crown margin
  • Reflections on glasses, a slight smile, or hair covering the eyebrows or eyes
