Your Singapore Permanent Resident (PR) card photo must meet the photo standard set by the Immigration & Checkpoints Authority (ICA) — the same authority that handles Long-Term Visit Pass and Re-Entry Permit applications. The key peculiarity in Singapore is that ICA applies one unified standard across PR, LTVP and re-entry permit photos, and it is unusually precise about the head: the head height must measure 25-35 mm from chin to crown within a 35x45 mm photo, so the face fills roughly 55-78% of the frame. For online submissions, ICA also fixes the digital file: a 400x514 px colour image, maximum 8 MB, in jpg, jpeg, heic, heif or png format. Get either the physical measurement or the pixel size wrong and the upload portal rejects the file.
