In 2023 Tuvalu did something no nation had attempted: it rewrote its constitution to declare that its statehood, citizenship and identity — the very basis of a passport — will exist “in perpetuity” even if rising seas swallow all nine of its low-lying atolls. The country then began building a digital twin of itself in the metaverse so its records, maritime borders and legal personhood survive offline land. For a nation of barely 10,000 people on 26 square kilometres, it is a radical bet that a state can outlive its territory, and that a Tuvaluan document can still mean something when the ground beneath it is gone.

• Internet gold Tuvalu was assigned the .tv internet domain in 1996, and leasing those two letters to streaming and television sites now earns it about US$10 million a year — a sizeable slice of national revenue.
• UN seat Tuvalu only joined the United Nations on 5 September 2000 as its 189th member, decades after independence, partly funding its UN debut with early proceeds from the .tv domain deal.
• Tiny state At about 26 square kilometres Tuvalu is the world’s fourth-smallest country, with a 2022 census population of just 10,643.
