For most of Saudi history, a woman could not own the document that let her cross a border. Without a passport of her own, she was simply added as a page inside her male guardian's booklet, making independent travel legally impossible. That changed in the summer of 2019, when Royal Decree M/134 amended the Passports Law so that any Saudi citizen over 21 could obtain a passport and leave the country unaccompanied. Within days, women were queuing to file the first applications in their own names, quietly rewriting the relationship between identity, documents and mobility for half the population of the Kingdom.
